Abstract: | This research examines the reality and obstacles to the implementation of strategic planning in the security services and its impact on the employees' performance: A-case study on the Palestinian Preventive Security Service. The purpose of this research is to investigate the reality and obstacles to the implementation of strategic planning in the security services on the performance of workers. To achieve this objective, the descriptive analytic approach was adopted, a model of the relation between strategic planning, obstacles, and employees' performance was developed and then tested using a dataset of 100 employees at the Palestinian Preventive Security Service, a questioner consists of (57) points divided into four main domains was developed for this purpose including: strategic planning (vision, mission, and goals), obstacles to strategic planning, employees' performance, and suggested solutions.. This study used different statistical techniques to analyze the data, once the data was collected, they were analyzed using the following data analysis techniques: First, descriptive statistics including measures of the mean, standard deviation, percentages, and frequency were used to describe and summarize the characteristics of the sample individuals included in the study. Second, inferential statistics using multiple-regression were used to test the hypotheses of the research. vi The findings show that first: an empirical support for the debate that employees' performance is positively and significantly affected by strategic planning different dimensions. Second, strategic planning dimensions were found to be the most applied and practiced in the Palestinian Preventive Security Service. Third, the existence of some obstacles to strategic planning in low and moderate levels and the need to work on them in order to give strategic planning a more influential role in employees' performance. The main study recommendations: First, there should be more attention to make the individuals' participate in the formulation of the strategic objectives associated with their work. Second, necessary information for implementation of strategic planning should not be kept far from the system individuals. Third, the immediate and future goals and objectives should be more clear. Forth, there should be activation of the system of material and moral incentives. |
