Abstract: This study aimed to track the Palestinian educational policies that dealt with life skills through the educational policy analysis methodology. The study also aimed to identify the reality of the practice of students in the secondary stage of the eleventh and twelfth grades of science and literature in the schools of the cities of Al-Bireh and Ramallah for life skills from the point of view of the students themselves and their teachers and school principals. To achieve the objectives of this study, the researcher used the descriptive approach (quantitative through questionnaire, and qualitative through interview). The questionnaire was applied to a random cluster sample distributed among 160 teachers, distributed among 11 schools, including 70 teachers and 90 female teachers. The sample size of secondary school students reached 353 students, including 124 male and 229 female students. As for the 11 school principals, the comprehensive survey method was used in their selection of the interview tool. The study was conducted in the 2023-2024 school year. A group of educational experts were also interviewed to consult them in the preparation of the policy paper. The results of the study showed the absence of clear and explicit Palestinian educational policies that include the development of life skills among secondary school students. And that the reality of practicing life skills among secondary school students in public schools from the point of view of the students themselves was great, and the skills came in order the skill of digital technologies (technology) or the skill of information and communication technology, the skill of self-management / self-awareness, the skill of teamwork and participation, the skill of communication and communication, and the skill of problem solving and decision-making. And that the reality of practicing life skills among students of the scientific branch is better than among students of the literary branch, especially in the skills of teamwork, participation and the skill of digital technologies is better than the practice of students of the literary branch. It was found that eleventh and twelfth grade students had the same degree of practice for these life skills. From the teachers' point of view, it was average, and it was found that the highest skill is the skill of digital technologies (technology) or the skill of information and communication technology, followed by the skill of communication and communication, then the skill of teamwork and participation, then the skill of self-management / self awareness, and then the skill of problem solving and decision-making. This is consistent with the managers' point of view. 182 The study recommends the adoption of the proposed policy paper for the development of secondary school students’ life skills.
