Abstract: The main issues of the Intrusion Detection Systems (IDS) are in the sensitivity of these systems toward the errors, the inconsistent and inequitable ways in which the evaluation processes of these systems were often performed. Most of the previous efforts concerned with improving the overall accuracy of these models via increasing the detection rate and decreasing the false alarm which is an important issue. Machine Learning (ML) algorithms can classify all or most of the records of the minor classes to one of the main classes with negligible impact on performance. The riskiness of the threats caused by the small classes and the shortcoming of the previous efforts were used to address this issue, in addition to the need for improving the performance of the IDSs were the motivations for this work. In this paper, stratified sampling method and different cost-function schemes were consolidated with Extreme Learning Machine (ELM) method with Kernels, Activation Functions to build competitive ID solutions that improved the performance of these systems and reduced the occurrence of the accuracy paradox problem. The main experiments were performed using the UNB ISCX2012 dataset. The experimental results of the UNB ISCX2012 dataset showed that ELM models with polynomial function outperform other models in overall accuracy, recall, and F-score. Abstract: Massive open online courses (MOOCs) are considered as a new trend in the domain of e-learning. They provide a platform for supporting learners from different places and at any time with highly scalable and interesting learning experience. As a result, this led to continuous increase in the rate of learners with different knowledge, background, and skills. Therefore, supporting learners with adapted courses’ materials and assessments based on learning outcomes is considered as a crucial concept for enhancing MOOCs. This paper presents a framework for delivering learning materials and generating assessments based on intended learning outcomes (ILOs) using both support vector machine (SVM) and fuzzy logic algorithm. The SVM is mainly used to classify learning materials according to learning outcomes. On the other hand, the fuzzy logic algorithm is mainly used to generate examinations and quizzes automatically based on learners’ achievements and scores. Accordingly, the proposed framework can be used to enable learners to achieve learning outcomes by following adapted learning materials and automatically generated examinations. To validate the proposed framework, a prototype was developed and evaluated. The results of classifying both learning materials and assessment show interesting results. For instance, the results of classification process for learning materials were related to a number of factors such as accuracy rate for SVM classifier which was 71.5%, the weighted average for TP rate = 0.715, FN rate = 0.285, FP rate = 0.028, TN rate = 0.972, precision = 0.738, recall = 0.715, F-measure = 0.678, and finally ROC area = 0.939. Abstract: بالرغم من تزايد الاهتمام بتكنولوجيا المعلومات وعلاقتها بعدد من الظواهر التنظيمية والإدارية على مستوى المنظمة، توجد ندرة في الدراسات التي تناولت العلاقة بين تكنولوجيا المعلومات ورأس المال الفكري في الأجهزة الحكومية العربية. ومع اتجاه العديد من الوزارات والأجهزة الحكومية، ومنها وزارة الأوقاف والشئون الإسلامية بدولة الكويت، نحو زيادة استثماراتها في التطبيقات الحديثة لتكنولوجيا المعلومات والتحول نحو الحكومة الالكترونية، يظهر التساؤل حول مدى مساهمة تكنولوجيا المعلومات في تنمية رأس المال الفكري لهذه الأجهزة. وفي هذا السياق، تأتي هذه الدراسة التي تهدف إلى اختبار العلاقة بين تكنولوجيا المعلومات ورأس المال الفكري لوزارة الأوقاف والشئون الإسلامية، من خلال الدراسة الميدانية التي أجريت على عينة من شاغلي الوظائف الاشرافية (المدراء والمراقبون) تضم 75 مبحوثاً. ولقد توصلت الدراسة إلى عدد من النتائج الأساسية، من أهمها: 1. توجد علاقة ارتباط طردية ذات دلالة معنوية بدرجة ثقة 99% بين تكنولوجيا المعلومات ورأس المال الفكري للوزارة، بعناصره الثلاثة (رأس المال البشري، رأس المال الهيكلي ورأس مال العلاقات). 2. أكدت النتائج أهمية تكنولوجيا المعلومات وتأثيرها على رأس المال الفكري للأجهزة الحكومية. وبالتالي، تدعم الدراسة الاتجاه الذي يرى ضرورة تحول اهتمام الباحثين من التساؤل حول ما إذا كانت هناك فوائد تعود على الأجهزة الحكومية من استخدام تكنولوجيا المعلومات أم لا؟ إلى التساؤل حول كيفية تعظيم هذه الفوائد.2014-01-01T00:00:00Zحماية المستهلك في التعاقد عبر شبكة الانترنت: دراسة مقارنةكميل, طارق$AAUP$Palestinianhttp://repository.aaup.edu/jspui/handle/123456789/10932020-02-13T12:17:48Z2014-01-01T00:00:00ZTitle: حماية المستهلك في التعاقد عبر شبكة الانترنت: دراسة مقارنة

Abstract: ينهض هذا البحث بمعالجة أهم الإشكالات المتعلقة بأثر ثورة تكنولوجيا المعلومات على المستهلك الذي يتعاقد عبر شبكة الانترنت، إذ تناول تعريف المستهلك في التعاقد عبر شبكة الانترنت، وبيان خصوصيته واختلافه عن المستهلك العادي، وبيان الأسباب التي تبرر حمايته ،وتناول ايضا التدابير التي وضعها المشرع الفلسطيني وغيره من التشريعات المقارنة لحماية المستهلك سواء في القواعد العامة التقليدية وبيان مدى كفايتها لحماية المستهلك عبر شبكة الانترنت ،وكذلك في القواعد الخاصة بالمعاملات الالكترونية ، وذلك في المرحلة السابقة على التعاقد او في مرحلة تنفيذ العقد.2014-01-01T00:00:00Z
