Abstract: This study was conducted to identify the difficulties and challenges facing the residents of Area C, to develop a strategic plan for the role of donors and ministries in supporting marginalized areas. And that and s by monitoring the current difficulties and challenges faced by the residents who have been living for many years in the Bedouin communities in marginalized areas of Area C, and knowing the extent to which each of the ministries and donors is involved in providing support and assistance to these areas in partnership with each other. A qualitative approach was adopted for the research. For the interviews, the questions were predetermined for the interviews. Data and information were obtained from a random sample of Bedouin residents first, and conducted with the ministries, and the supporting funders working both in the Jericho and the Jordan Valley. The results showed that there are many difficulties faced by the population over the years until this time, and the results showed that there are some of these challenges that have been worked on by both the ministries and the funders in partnership to reduce them, and this is confirmed by the results that there is a clear relationship between each of the Ministries and funders to help these Area C in the Jericho and Jordan Valley. The results extracted from this study indicated that there is a noticeable increase in the awareness of the population in the Bedouin communities so that the vast majority seek to push their children to complete education, apart from the bad conditions and viruses that put them to refrain from that. In addition, the results of this study indicated that the ministries operating in the Jordan Valley are striving to provide basic services to support the residents of the communities as much as possible and that the donors are working on VI developing strategic plans to bring in funding to support the Bedouin communities in the Jordan Valley to spread awareness and flexibility and provide psychological services to the population for what they face From psychological pressures, besides that, the results showed that the ministries provide basic services to the residents of the Bedouin communities in terms of health, education and other basic services. Others, apart from that, both seek to partner together to provide common services. Most of the results, along with previous studies and related theories, showed that the majority of residents of marginalized areas suffer from dire difficulties and challenges in living in marginalized communities. Studies also confirmed that funders and ministries are the primary supporters of supporting these populations. Moreover, the opinion of the Bedouin residents of the services provided to them by the ministries and funders was not satisfactory as it should be, this is what the interviews showed, as they seek to obtain more material support services to transfer them to a better living situation. Finally, recommendations were made to the ministries and funders supporting the continuity of work with the residents of the Bedouin communities in the Jordan Valley by focusing on the need to develop a permanent future strategic plan to develop work with them, so that this aims to adopt thinking about reducing the difficulties and challenges facing the population in marginalized areas on Calculating the population that still endures harsh living in order to establish and preserve their lands.
