dc.description.abstractThis study examined the reality of the participatory strategic planning process in the Palestinian municipalities and poses the Hebron municipality as a case study. This research employed a quantitative approach based on collecting data through questionnaires, previous formal reports, and data in answering questions and testing the hypothesis. The identified targeted population consisted of (300) including council members, municipality employees, and local community representatives. A nonrandom sample was selected and calculated. The selected sample size was (169) participants. Data were collected using a questionnaire, the primary study instrument, consisting of two main sections. the most important finding was the existence of a moderate level of participation in developing the strategic plan and it all phases for the municipality. The study recommended revising and updating the methodology of planning followed by the municipality to ensure effective participation and make it more interactive and engaging. The study also faced some limitations, including; the need for proper documentation for the planning process, especially the attendance sheets, which limited the reachability to the participants.en_US
