Abstract: | This research was conducted between October 2020 and November 2021, The universe of this study comprised LWSC staff, targeted communities in WB, and the interviews with managers in HQ. The researcher’s goal from this research is to evaluate how the public sectors in Palestine implemented and applied the strategic plan during COVID-19, the researcher adopted Land and Water Settlement Commission as a case study for the research, since the researcher works in this organization. The researcher used both qualitative and quantitative methods in this research methodology, the required data had been collected by interviews, questionnaires, reports, and official statistical data from the organization, all of these methods had been used to test the hypothesis, the researcher used SPSS program to analyze the collected data from the questionnaires. The results of the research from the first questionnaire (for targeted communities) show that the spread of the COVID-19 pandemic in the cities of the West Bank affected on the performance of the organization, moreover, the lockdown due to the COVID-19 pandemic also affected and caused a slowdown in the registration process in 2020, in addition, the targeted communities thought that the economic situation due to the COVID-19 pandemic and the rumors and conflict news about the COVID-19 pandemic affected highly on the registration process of the land parcels in 2020. The results of the research from the second questionnaires (for LWSC) show that Land registration (legal side and objections and Land surveying (technical side) has a high effect on the slowdown the implementation of the strategic plan in organization during COVID-19 in 2020, however, the Land process achievements of the organization and VI the staff of the organization has a medium effect on the implementation of the strategic plan during COVID-19 in 2020. The research’s results from the annual reports and official statistics from the organization, show that in 2020, the surveyed and registered area dropped highly in some governorates (especially Hebron governorate). The research has several recommendations that could help the organization in preparing the new strategic plan, the organization needs take in account the effect of COVID-19 and deal with this pandemic for next following years, moreover, special indicators, M&E plan, and other important issues must prepare in the next strategic plan. LWSC must update the old land registration laws (Jordanian laws) to deal with geopolitical changes since war of 1967 |
