Abstract: The study of conditional funding is one of the recent studies, which began to be interested at the beginning of the twenty-first century, when a number of countries began to impose restrictions and political conditions on the provided aids to the third world countries as a condition for benefiting from the aid. Palestine is one of the countries that imposed on it those conditions which led to the impediment of the development process in it, from here came this study. This Study aims to shed light on conditional fund to Palestinian NGOs and its strategic impact on development indicators in Jordan valley in Palestine. In order to achieve study goals, the researcher reviewed previous studies, applied the descriptive analytical method, used questionnaires and interviews as study tools. The targeted groups are the Palestinian non-governmental organization in Jordan valley (about 50 active institutions). The random study sample is 18 institutions. 22 questionnaires were distributed, 4 questionnaires were excluded, while 18 were examined and analyzed through the SPSS program, the researcher used interviews as a second effective method to collect information. The study found the importance of governance in non-governmental organization in recruiting support, as well as the presence of significant effects of the political conditions on the institution (3.11), the study also found that funding (not political funding) achieves the goals of the institution (4.11), the drivers for funding are political par excellence (3.63) and there is no objection from accepting unconditional external support and funding (3.22) vi The study also found that there is a strong relationship between governance and political conditions, and also there is a relationship between the future vision of funding and the long-term effects, also between the motives of political funding and the long-term effects. finally, the study recommended strengthening the concept of financial and political governance and focusing on development programs, projects dependent on funding, and trying to exclude institutions that impose political conditions on funding, as well as establishing a base of Arab and foreign funders supporting the Palestinian cause, strengthening partnership and networking between non-governmental organization, and finally the study recommended By forming a Palestinian entity and a supervisory body among NGOs that enjoys with standards of integrity and credibility.
