Abstract: | In this study, we have tried to examine the national strategic plan in the Palestinian foreign relations and analyze how it works, and whether having a strategic plan is useful for the external relations of Palestinian or it’s not necessary at this stage. The research studied the interference of official organizations like the Palestinian Liberation Organization PLO, Palestinian National Authority PNA and the Ministry of Foreign Affairs MOFA in international relation, and whether there is coordination among them to reach the most suitable foreign policy decisions and to produce a strategic plan for the Palestinian external relation. We used qualitative method in this thesis. And the data were collected through interviews and documents. However, the figures were carefully selected and we extract good and high-quality information, the analysis was based on the plan provided by the Ministry of Foreign Affairs. The analysis based on the information collected from the previous studies and through interviews and documents was followed by the observation and analysis method and the attempt to answer the VI questions through the analysis of interviews, depends on the Strategic Plan in comparison to the existing plan. The objective of this research is to clarify the importance of the strategic planning in the public institutions especially in external foreign relations and the importance of relations and external relations in Palestinian situation, especially in its present state. The foreign relations should be examined carefully for their great impact on the Palestinian relation with states and international organizations, in order to achieve the objectives of the Ministry of Foreign Affairs, and we must know that the world is in continuous development, progress and change, so the existence of the strategic plan is very important to organize all these actions , also the importance of accession to international conventions that help in the consolidation of Palestinian state in the world and among the countries to gain international support, and also the possibility of holding Israel accountable in international forums in order to practice international pressure, that all need to be clarified in a plan to reach the goals. In the conclusion of this thesis we found that there is a strategic plan for the Palestinian external relations, but we need to rewrite and re- planning to be considered for a better strategic plan that is suitable with the work of the Ministry of Foreign Affairs, and there is an overlapping of taking and implementing the foreign relation between more than one official organization for political decisions with no clear coordination between them in order to work in cooperation and to achieve better results of foreign decisions. |
